Federal Title IV Authorization

Federal student aid regulations require that Federal Title IV funds are used for authorized allowable educationally-related charges such as tuition, mandatory fees, room and board (if living on campus) and up to $200 of prior-year institutional charges.

Allowable charges that can be paid by Title IV aid include tuition, mandatory fees, room and board.  Charges that are non-allowable but can be paid by Title IV money with authorization include but are not limited to fees such as health insurance, parking, bookstore vouchers, miscellaneous fees, etc. Non-allowable charges that can never be paid by Title IV aid, even with authorization include late fees, certain fines and penalties, and payment plan fees.

If you do not authorize the use of Federal funds to pay non-allowable, educationally-related charges, you will be responsible to pay for the balance; failure to pay the balance may result in a $200 late fee and/or a financial hold preventing future registration.

Authorization Process

Authorization to pay non-allowable charges is voluntary. Enrolled students with a valid FAFSA on file will be notified via email from the Financial Aid Office to complete the Title IV Authorization process. The process includes accepting or declining the online Title IV Authorization question on the student’s MyRamapo portal. If authorized, only then the Office of Student Accounts will apply Title IV funds to non-allowable, educationally-related charges accordingly. The authorization will be effective for the duration of student’s enrollment at Ramapo College; however, student can change or rescind it at any time. Any modification or cancellation of the Title IV Authorization will be effective on the date it is received by the Office of Student Accounts and is not retroactive.

Rescinding the Authorization

If, after providing the Title IV Authorization, you wish to rescind or modify your Authorization choice, you must complete the Federal Title IV Authorization Form (pdf) and select the statement related to cancelling your prior authorization provided. The charges no longer paid by the Title IV funds will need to be paid by the posted deadline in-full or via an authorized payment arrangement (where applicable).

Future unpaid charges may result in late payment fees of $200 and/or a financial hold being placed on the student’s account preventing registration and release of your diploma as per College policy.

So how will this affect my account if I DO authorize Ramapo College to apply excess federal Title IV financial aid to non-allowable, educationally-related charges and prior year charges?

If you accept, all non-allowable, educationally-related charges on your student account for the current semester are available to be paid by these funds with the exception of late fees and payment plan fees, as regulations do not allow the use of federal funds to pay for those charges. Any funds in excess of your account balance will be refunded to you per the normal refund policy. As far as previous-year institutional charges, all charges (except late fees and payment plan fees) up to $200 on your student account for the previous year are available to be paid by Title IV funds. Any amount over $200 cannot be paid by Title IV funds and the student is responsible to pay them with other funds.

So how will this affect my account if I DO NOT authorize Ramapo College to apply excess federal Title IV financial aid to non-allowable, educationally-related charges other than tuition, mandatory fees, or room and board (if I am living on-campus)?

If you decline, then Title IV aid will only pay current tuition, fees, room and board. Other non-allowable, educationally related charges such as parking fees, fines and certain residence life charges, book advances, and health insurance fees will remain unpaid. You will have to pay these charges out-of-pocket with your own funds, they will not simply go away. These unpaid charges can result in a $200 late fee and/or a financial hold on your account that would prevent you from registering for classes. Students will be responsible for paying those remaining fees by the Office of Student Accounts published deadlines.

Do I need to sign a new authorization form each semester?

No, by accepting/declining this online authorization, you are granting the College authorization to comply with your response while you are a student at the College, including breaks in enrollment. You may cancel or modify your authorization at any time. A cancellation or modification is not retroactive and will take effect on the date it is received by the Office of Student Accounts.

Is there a deadline to complete the Title IV Authorization Questions?

No. Any authorization you provide is valid from that point forward, unless you rescind it.
