2024 Public Complex Municipal Separate Storm Sewer (MS4) Permit
Permit Authorization

The Public Complex Stormwater General Permit authorizes the discharge of stormwater from small municipal separate storm sewers (MS4). The permit was issued in response to USEPA’s phase II rules.

Public Complex Definition

A Public Complex is defined as a single lot (or two or more lots that are contiguous or on a college or university campus) which contains at least two buildings owned or operated by the same governmental entity, and:

  • i. Is at a campus of a college or university which Statewide has a combined total of at least 1,000 employees (usually present at least six hours per day on weekdays) or full-time students; or
  • ii. Is at any other public facility (for example a military base, hospital, prison, or general administration facility), and has a combined total of at least 1,000 employees, military personnel, or residents (including patients or prisoners) usually present at least six hours per day on weekdays.
  • Ramapo College is considered a Public Complex and must follow all permit requirements.

This New Jersey Pollutant Discharge Elimination System (NJPDES) permit was issued to the College on November 28, 2023 in accordance with N.J.A.C. 7:14A.

This SPPP was updated on April 1, 2024 and describes how we implement the permit requirements in our stormwater program.

Outfall Pipe Maps
Map Description

The College has developed a working inventory of stormwater facilities. This helps to ensure adequate long term operation and maintenance of all stormwater facilities. The outfall pipe maps show the location of the end of all MS4 outfall pipes which discharge to a surface water body.  The maps also include the location of all catch basins, culverts, manholes, outfalls, drainage inlets, trench drains and a detention basin spill way.
