Travel to Cuba under the Biden Administration and its implications for US universities

The election of Joseph Biden and Kamala Harris promises a rapid legal restoration of academic exchange with Cuba.  Short term faculty led programs and conferences with Cuban counterparts should become legally possible again by the spring.  Restoration of a fully functioning embassy with consular facilities will enable Cubans to obtain visas for study and exchanges in the US. 

The biggest uncertainty is the impact of Covid-19.  Cuba has been reasonably successful with its control and has reopened for visitors from abroad who are tested on arrival and subject to quarantine if infected.  Flights from Miami have resumed.
